Referenced USDRE memorandum authorized use of P6
funds to support INSCOM activity.

During referenced briefing the ASA R&DA,
approved in concept the expenditure of P6 funds to support five
INSCOM initiatives.

The initiation of a contract with a civilian
organization to determine if a personality testing technique can
be created which, when applied to a general population, will
delineate specific individuals who exhibit a higher degree of
talent for Remote Viewing was initiative number 2.
5.
(U) Request authorization and $120K to contract for the
required study .
