Approved For Release 2001/04/02 : CIA-RDP96-00788R001200410019-5 The GRILLFLAME Working Group (GFWG) has developed the following recommendations on the substance and tone of the GRILLFLAME Scientific Evaluation Committee's report on paranormal phenomena. The SEC report contains many factual errors and an inordinate number of ambi- guities in the body of the report that, taken alone would confuse policy planners and other readers. However we found strong agreement with and support much of the report. Those conclusions and recommendations which are strongly agreed or disagreed with are highlighted below. :Wecstrongly agree with the following: Conclusions 1. Unexplained observation of human capability to generate data of potential intelligence utility has been documented. 2. Scientific proof of these unexplained capabilities has not been accomplished because of a lack of controls, documentation, repeatability and other limitations. Recommendations 1. Exploratory testing of the utility of these unexplained capabilities should continue and increase in scope. 2. Until sufficient and compelling observations or theories are advanced, basic scientific research on these capabilities and their characteristics are unlikely to be successful. 3. A central coordination and review authority for all GRILLFLAME type applications and investigations is needed. Approved For Release 2001/04/02 : CIA-RDP96-00788R001200410019-5
Approved For Release 2001/04/02 : CIA-RDP96-00788R001200410019-5 4. Foreign intelligence analysis on explained human capability CONTINUEd should be considered. Strong Disagreement with the Following I. There are no sufficient and compelling arguments in the report to recommend termination of the MICOM PK and AMSAA RV experiment currently underway. based ON MISinterpretation of thefacts & should be ignored . 2. The unqualified, condemnation of the "SRI approach" is not understood or acceptable without further explanation. Finally, the working group notes it was most disappointed by the lack of original thought in the report. From the viewpoint and experience of this committee, this report has added no new information of value to either advancing the utility or dismissing the importance of these infrequent, but impressive unexplained capabilities. GFWG will provide tacky date if needed. Approved For Release 2001/04/02 : CIA-RDP96-00788R001200410019-5
