MEMORANDUM FOR THE RECORD
SUBJECT :
GRILL FLAME Briefing to BG Teal, 1 June 1981
1. During my recent visit to the Intelligence School, I provided BG Teal
an update briefing on the status of project Grill Flame. BG Teal was aware
of the project from his previous assignment at OACSI.
2. Prior to leaving Ft Meade I had been instructed by BG Flynn, DCG-I, to
only brief BG Teal and, if BG Teal was not available, to only brief COL (P)
Roy Strom, DCDR, USAICS. BG Flynn had coordinated these instructions with
BG Teal.
3. However, when I arrived at the Intelligence School, BG Teal directed
COL (P) Strom to sit in on the briefing. Both COL (P) Strom and I reminded
BG Teal of his agreement with BG Flynn concerning the sensitivity of the
project and the limited access desired. BG Teal acknowledged his prior
conversation with BG Flynn but directed that I go ahead and brief the both
of them.
I complied.
4. I had BG Teal and COL (P) Strom sign Grill Flame Security Agreements.

I suppose Scotty could have phoned for permission to brief COL (P) Strom
prior to proceeding; however, I feel he used good judgment by conforming
to BG Teal's desires. We needed Teal's goodwill in order to proceed with
the purpose of his visit.
