Approved For Release 2003/09/16 : CIA-RDP96-00788R001100440050-8 SAGC/Mr.Hatchbd/13Feb81 1 3 FEB 1981 MEMORANDUM FOR THE ACTING GENERAL COUNSEL DEPARTMENT OF DEFENSE SUBJECT: Army Participation in Grill Flame It has come to my attention that the joint Grill Flame program involving the Army and DIA has come to your office for presentation to the Secretary of Defense. Please be advised that the Army has not yet determined whether or not it will be a participant in this program. That decision will be made only after a thorough review and approval by the new Secretary or yet to be appointed Under Secretary. I think it would be appropriate that the relevant officials agree to their agencies' involvement in this program prior to your submission of it to Secretary Weinberger for his author ization. I have also learned that our offices disagree over whether or not this program is subject to Procedure 1R of DOD 5240.1-R. I hope we can reach agreement on this issue before initiation of the program. We are anxious to resolve these problems and proceed in seeking authorization of this program. I. C. Hunt, Jr. Isaac C.
