PROPOSED GOALS FOR THE GRILL FLAME PROGRAM (U)

Scientifically investigate accepted potential military aspects
of psychoenergetic phenomena. This would include remote viewing, com-
munications and psychokinetic modes. These efforts would involve only
willing and knowing participants and would exclude the use of drugs
.hypnosis or other artificial forms to alter mental states,
·
Develop suitable scientific experiments and evaluation metho-
dologies for conducting and assessing the results of these investigations.
·
Investigate significance of foreign technical and military psycho-
energetic efforts, assess potential threat posed by these developments
and identify countermeasures.
(S-ORCON) The Working Group will:
· Respond to approved requests for information on psychoenergetics.
. Act as a clearinghouse for exchange of information and tech-
nologies among DoD participants.
. Appoint a subcommittee to monitor protocols and ensure compliance
with the legal aspects of the program.
